Nerve: sometimes randomly won't let me drag loop length controller from its original position?

Why is this the case? It happens randomly sometimes it lets me, other times it doesn't…

And by loop controller I mean the blue "filter" like display that appears highlighting your WAV sample that allows you to shorten the length of your samples.

Try lowering the "Hold" (numeric) value under the envelope.
