It's available for Cthulhu customers as a download in "Your account". I'll have it on the product page soon.
Unfortunately it is neither on the product page nor in "your account" - for Cthulu there are only software downloads available

Yes, it can be accessed from the gearbox in the top-right corner of the plug-in.

The manual dates back to October 2015, although release date says Feb 2022. Is this correct?
Yes, a majority of the updates are related to plugin formats, bug fixes, and OS compatibility.
